Water heater leaks and city permits in Kyle
A tank that leaks has usually reached the end of its life, and replacing it triggers a permit in Kyle.

When the tank leaks
Close the cold water valve on top of the heater and turn the heater off at its controls. Then address the water on the floor.
A drip from a connection or relief valve is different from a leak through the tank itself. A plumber can tell which you have. A tank leak means replacement.
The permit
The City of Kyle lists installing or replacing a water heater among the work that needs a permit. It says state law requires the city to inspect replacements, that the permit comes before the work, and that the plumber must be registered with the city and licensed by the Texas State Board of Plumbing Examiners. If an emergency or a closed office prevents getting the permit first, the city says to get it the next business day. Homeowners doing their own work must show proof of a homestead exemption.

Water on the floor
A slow tank leak can soak the wall behind it and the floor under it before anyone sees it. Texas policies generally exclude continuous leaks, so how long it leaked matters for a claim. The restoration line handles the water damage, not the heater.
What the permit page adds
The City of Kyle lists installing or replacing a water heater or water softener among work that needs a permit, along with heating and air conditioning equipment, new or relocated plumbing and electrical wiring, and irrigation systems. It says most permits expire 180 days from issuance or the last inspection.
An owner doing the work personally must show proof of homestead. The city says some electrical work must be done by a licensed electrician. The city has adopted the 2021 International Plumbing Code among others, and describes its codes as minimum standards.
The city also says that without a permit and inspection on record, buyers and lenders may later ask for proof that alterations meet code, and the owner may have to apply for a permit after the fact.
